Becoming a market participant
A balancing group representative (BGR) seeking to become registered for participation in the Austrian power market in the APG balancing area must set up a balancing group and apply for a licence to the clearing agency, APCS.
After registration, the clearing agency as the balancing group coordinator (BGC) determines whether the technical requirements are met. OeKB for its part reviews whether the financial requirements are satisfied under the BGC’s terms and conditions of business.
If the applicant fulfils all requirements, it concludes a balancing group representative agreement with the BGC and receives a "Green Card". The applicant presents the Green Card at E-Control, which then issues the licence for market participation in the Austrian energy market.
The steps to market participation at a glance
- Application for market participation licence filed with APCS
- Submission of the last two fiscal years’ audited annual financial statements, including the notes and management report
- Submission of a current report from the register of companies
- Positive outcome of the credit analysis
- Direct debit authorisation for a settlement account
- Posting of sufficient collateral as per the terms and conditions
