Global Gateway is the European Union's strategy for mobilising public and private investment in sustainable, high-quality infrastructure projects in emerging and developing countries. The demand for infrastructure in developing and emerging economies is vast, spanning key sectors such as green energy, transport, critical raw materials, digital networks, education and health. Such investments are crucial for driving economic development and ensuring long-term stability.
This creates significant opportunities for private investors. However, projects are often carried out in challenging environments. Without targeted support, political and regulatory uncertainties, financing risks and complex project structures can make implementation difficult.
The EU's Global Gateway strategy provides a strategic framework to facilitate investment in sustainable, high-quality infrastructure by aligning financing instruments and mobilising public and private funds to better manage risks.

Global Gateway is not a funding instrument, but rather a strategic framework that combines existing national and European instruments and strengthens the bankability of infrastructure projects, including
- Loans and equity
- Grants (e.g. to support multilateral development banks involved in financing or for project preparation)
- Guarantees and risk-sharing instruments
The objective is to make projects more bankable and to mobilise private investment.
