The Austrian Federal Ministry of Finance has signed a Framework Agreement on financial cooperation with the Vietnamese Ministry of Finance. This Agreement was signed in Hanoi on 23 June 2025 and will come into force on 1 August 2025. It creates an important framework for support of concessional projects in selected sectors in Viet Nam.
Continue existing relationships
The recently signed agreement should further promote the for a long time existing close relationship between Austria and Viet Nam. The total framework of EUR 150 million serves to finance projects in the public sector, which contribute significantly to the national development strategy of Viet Nam, whereas EUR 100 million will be available for tied aid loans and EUR 50 million for the first time for untied aid loans. The support of projects in the fields of economy, social, environment, climate protection and health should enable sustainable economic growth. Austrian export companies benefit from easier access to soft loan projects in Vietnam.
OeKB was closely involved in the negotiations and plays an important role as a refinancing partner of those banks that provide loans.
Concessional financing (soft loans)
New and less developed markets offer Austrian companies great opportunities. In order to facilitate market entry, OeKB, in cooperation with the Federal Ministry of Finance (BMF), offers so-called soft loans as part of the export financing procedure. These development aid loans are characterized by particularly favourable conditions - made possible by targeted support from the public sector. The aim is to promote Austrian exports and at the same time make a contribution to the sustainable development of the respective target countries.
Which countries in Austria are classified as eligible for soft loans depends not only on the provisions of the OECD-Arrangement but also on the priorities of Austria's soft loan policy. Funding is provided for projects with high development policy relevance, primarily in the areas of infrastructure, health, education or the environment.
